Client Profile
The Dhaka headquarters of a multinational corporation — a globally listed company operating in Bangladesh's manufacturing and retail sectors. The headquarters is located in Gulshan-2, Dhaka's diplomatic and multinational corporate district, occupying a purpose-built three-floor office building on a 1.5-acre compound. The building houses the company's Bangladesh managing director and executive team, approximately 280 senior management and specialist staff, the company's board meeting and investor relations facilities, and the regional IT and finance operations for South Asia. The company's global security function is managed from the Asia-Pacific regional security centre in Singapore.
The Challenge
The company's global security function commissioned a Bangladesh-specific security risk assessment in late 2025, following a period of elevated security advisories in Dhaka from multiple Western government embassies. The assessment identified the Gulshan headquarters as a target of moderate concern — not because of specific threat intelligence, but because the company's brand recognition, the seniority of personnel at the site, and its location in a neighbourhood with several diplomatic missions made it a potential target for opportunistic attacks including vehicle-borne threats.
The risk assessment's key finding was that the headquarters compound had no vehicle threat mitigation beyond a manually operated steel gate — a gate that required a security guard to physically open it for authorized vehicles, and that a vehicle could overcome simply by driving through at speed. The assessment rated the site's vehicle access vulnerability as "High" — the same rating applied to unprotected diplomatic missions in the same assessment. The board of directors was briefed on the vehicle vulnerability finding and directed the company's Bangladesh country security manager to implement a comprehensive perimeter security upgrade within 6 months.
Alongside the vehicle threat, the security assessment identified three operational gaps in the existing security programme. First, the existing CCTV system — 16 cameras, a mix of brands installed at different times — did not cover the full perimeter. The compound's rear fence line (backing onto a service lane) had no camera coverage. Second, guard patrol compliance was unverifiable: the security company provided 8 guards on three shifts, but there was no way to confirm that guards were actually completing their designated patrols and checkpoint visits. In two previous security reviews, the country security manager had noted gaps in the patrol logs that suggested guards were signing off patrols they had not completed. Third, vehicle access records were manual and incomplete: the gate guard recorded vehicle entries in a paper log, but the country security manager could not rely on the log's accuracy for any investigative purpose.
The company's regional security centre in Singapore provided an operational specification for the upgrade: the vehicle barrier system must meet ASTM F2656 M40 rating (the same standard used for US government facilities), the CCTV system must provide full perimeter coverage with PTZ capability, and guard patrols must be electronically verified with tamper-evident records. These were the minimum requirements; the Singapore security centre would conduct an independent audit of the completed system.
Why SSAL
The country security manager issued a detailed performance specification to five physical security contractors. SSAL was the only contractor to propose a unified security management platform (Genetec Security Center) that would integrate all three security subsystems — vehicle barriers, CCTV, and guard management — into a single operator interface. This integration capability was important to the country security manager: with a single security operations workstation in the headquarters compound, the security team needed to manage all three subsystems without switching between separate software applications.
SSAL's bollard specification — the same ASTM M40-rated hydraulic rising bollards deployed at the Chittagong industrial zone case study — was supported by physical crash test certificates, which the Singapore security centre had specifically requested as documentation. The Axis PTZ camera specification was valued by the company's regional IT team, which had standardized on Genetec Security Center at several of its Asian headquarters properties, making the Axis/Genetec combination directly familiar to the regional IT security engineer who would manage the system remotely from Singapore.
The SSAL Solution
SSAL designed and installed an integrated perimeter security system covering vehicle access, full-perimeter CCTV, and guard management under the Genetec Security Center unified platform.
ASTM M40 Automatic Rising Bollards — 4 Units: Four ASTM F2656 M40 P1-rated hydraulic automatic rising bollards were installed at the compound's main vehicle gate, replacing the manually operated steel gate. The bollard bank covers the full 6-metre vehicle gate width — two bollards control the entry lane, two control the exit lane. Operation is from the security guard post immediately inside the gate, via a key-switch and button control panel. Authorized vehicles are admitted by lowering the relevant lane bollards; unauthorized or uncleareed vehicles face the raised bollard bank.
The hydraulic power unit is installed in a below-ground chamber adjacent to the gate, with manual pump capability in the event of a power failure — enabling the bollards to be raised or lowered manually during generator switchover periods. The bollards connect to the facility's UPS-backed power supply to ensure operation during power interruptions.
The bollard installation also included the replacement of the existing steel gate with a brushed-steel decorative vehicle entrance treatment — combining the architectural character appropriate for a multinational corporate headquarters with the functional security of the M40 bollard system.
Hikvision ANPR at Gate: Hikvision DS-2CD7A26G0/P-IZS ANPR cameras were installed at the entry and exit bollard lanes, logging every vehicle entering and exiting the compound. The ANPR database includes all company vehicles, contractor vehicles with standing access, and visitor vehicles pre-cleared for same-day access. The country security manager can add a visitor vehicle plate to the clearance list via the Genetec Security Center interface from anywhere — eliminating the phone call to the gate guard to instruct vehicle admission.
All vehicle events — entry, exit, denied entry, and any vehicle not in the database — are recorded in the Genetec platform and available for query. The manual gate log is discontinued.
Axis PTZ Cameras — 32 Units, Full Perimeter: 32 Axis Q6135-LE PTZ cameras were installed at positions providing full coverage of the compound perimeter, including the previously uncovered rear fence line. The Q6135-LE is Axis' professional outdoor PTZ with 32x optical zoom, motorized auto-focus, IR illumination to 200 metres, and IP66/IK10 weatherproofing. At 200 metres IR range, a single camera at each perimeter corner can illuminate and cover the full rear fence line section — providing the clear identification-quality night imaging that the previous fixed cameras could not achieve.
Key PTZ features deployed: auto-tracking (a moving person or vehicle in the camera's detection zone is automatically tracked with PTZ movement and zoom), and tour presets (cameras cycle through defined preset positions when no event is active, providing systematic coverage of all perimeter zones without requiring an operator to manually pan the cameras).
Cameras are integrated into Genetec Security Center, with the ANPR vehicle event automatically directing the gate camera to PTZ zoom on the vehicle for recognition-quality capture of the driver.
Genetec Security Center — Unified Management: The Genetec Security Center platform unifies CCTV (Axis PTZ and any future cameras), ANPR (Hikvision AutoVu integration), and guard management into a single workstation interface. The company's Singapore regional security engineer has read-only remote access to the Genetec platform — enabling real-time monitoring of the Dhaka headquarters from Singapore during business hours without requiring any local staff action.
Guard Tour Management — NFC Checkpoints: An electronic guard tour system was implemented using NFC (Near Field Communication) checkpoint tags installed at 24 designated patrol checkpoints throughout the compound and building perimeter. Each guard carries an NFC-enabled patrol device (wristband format, tamper-evident — removing the wristband triggers a tamper alert). When the guard's device passes within 3 centimetres of a checkpoint tag, the timestamp and guard identity are recorded in the Genetec patrol log.
The patrol schedule is programmed in the Genetec system: each patrol route has defined checkpoints and time windows. If a guard fails to scan a checkpoint within the defined window, the Genetec system generates a patrol exception alert to the security supervisor's mobile phone. All patrol records are retained in the Genetec platform for 90 days, providing a tamper-evident record of all guard movements.
The Singapore regional security centre can review patrol compliance reports remotely, providing Singapore-level oversight of Dhaka guard operations — a capability that the country security manager described as "the piece that closes the accountability gap."
Security Operations Centre Setup: A dedicated security operations workstation was installed in the compound's guard post, running Genetec Security Center on a dual-monitor setup — one monitor showing live CCTV across the perimeter, one showing the ANPR gate feed, patrol compliance status, and alert notifications. A radio link connects the SOC operator to the gate guard and patrol guards.
Implementation
The project was delivered in 14 weeks. The bollard installation civil works (foundation pits and hydraulic line trenches) required a 5-day compound area closure, which was scheduled during a weekend plus 3 weekday nights. The Axis PTZ camera cable runs — along the perimeter fence line, requiring armoured cable in conduit to withstand the outdoor environment — were completed in 5 days by a team of 6 cable installation technicians.
Genetec Security Center integration was the most complex commissioning phase: configuring the Axis cameras, ANPR integration, and guard management module within a single Genetec system, and then configuring the remote access for the Singapore security centre. The Genetec certified engineer spent 5 days on configuration and testing.
The Singapore regional security audit was conducted 3 weeks after project completion. The auditor reviewed the ANPR vehicle log, tested the bollard operation, reviewed 30 days of patrol compliance records (which showed 98% compliance — 2% exceptions in the first 30 days, all explainable by radio contact for delayed checkpoint), and conducted a live test of the PTZ auto-tracking capability.
"Our board told us to fix the vehicle vulnerability. The Singapore regional security team told us to prove it with crash test certificates. The guard compliance problem had to be solved with verifiable records, not paper logs. And our CCTV needed to cover the whole perimeter, not most of it. SSAL integrated all four requirements into one system, one operator screen, and one audit report. The Singapore security audit passed. The board has been briefed. The country security manager can now show Singapore — in real time, remotely — that the Dhaka headquarters meets our global security standards."
Results & Impact
Vehicle threat risk has been structurally mitigated by the M40 bollard installation. The country security manager presented the ASTM F2656 M40 P1 crash test certificate to the board's security committee, who accepted the documentation as satisfying the board's direction to address the vehicle vulnerability.
The Singapore regional security audit result was "satisfactory" — the first satisfactory rating for the Dhaka headquarters in the three consecutive audits preceding this upgrade. The audit report specifically commended the integration of guard management in the Genetec platform as "best practice implementation for a regional headquarters site."
Guard patrol compliance is 98% in the first 6 months — significantly higher than the estimated pre-installation compliance, which the country security manager assessed (based on log gap analysis) as approximately 67%. The 31-point improvement in patrol compliance is directly attributable to the NFC electronic verification removing the ability to sign off patrols not conducted.
The ANPR database has provided actionable vehicle data in two incidents: one vehicle without authorization attempted to tailgate an authorized vehicle through the entry bollard lane (the ANPR correctly flagged the trailing vehicle as unregistered, enabling the guard to prevent entry), and one suspicious vehicle was identified by license plate number as having made three separate approaches to the gate in a 20-minute window without completing entry — a pattern that the SOC operator reported to the country security manager, who escalated to the Singapore regional security centre.
