Accord Compliance. Workforce Security. Factory-Floor Safety. All Delivered.

Bangladesh is the world's second-largest ready-made garment exporter, shipping more than USD 47 billion worth of apparel annually. Behind that statistic are 4,500+ garment factories employing over four million workers. International buyers — H&M, Zara, Primark, Gap, M&S, and dozens more — have made fire safety and building safety compliance a non-negotiable condition of their sourcing agreements. The Accord on Fire and Building Safety (now the International Accord), the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), and the Remediation Coordination Cell (RSC) all set standards that your factory must meet to retain buyer relationships and export orders worth crores of taka.

SSAL is Bangladesh's specialist partner for industrial and manufacturing security and safety. We understand the Accord audit checklist, the BGMEA requirements, and the operational realities of a factory running three shifts with 5,000 workers. We bring fire safety, surveillance, access control, and communications solutions that protect your workers, satisfy your buyers, and keep your export orders flowing.

Bangladesh Industrial Sector Overview

Bangladesh's industrial base is dominated by the ready-made garment sector, which accounts for more than 84% of total export earnings. The sector's concentration in Ashulia, Gazipur, Narayanganj, Chittagong EPZ, and Dhaka EPZ creates industrial clusters where security and safety standards are scrutinised by buyers, auditors, trade unions, and international bodies on an ongoing basis.

The Rana Plaza collapse of 2013 fundamentally changed the global sourcing industry's approach to Bangladesh factory compliance. The Accord on Fire and Building Safety, established in its original form in 2013, created legally binding obligations on signatory brands and their Bangladesh suppliers. The International Accord, its successor, continues to enforce fire safety, electrical safety, and building structural integrity standards across participating factories. Factories that cannot pass Accord inspections lose buyer relationships — and in a sector built on long-term sourcing partnerships, that is an existential risk.

Beyond RMG, Bangladesh's BEPZA (Bangladesh Export Processing Zones Authority) zones — Chittagong EPZ, Dhaka EPZ, Comilla EPZ, and others — host electronics, leather goods, ceramics, and pharmaceutical manufacturers with their own security and safety obligations. The BEPZA zone authority sets infrastructure standards, and zone administrators conduct periodic compliance audits. Industrial security is not optional in these environments.

SSAL's Integrated Industrial Security and Safety Solution

Factory security and safety is an operational integration challenge. Your fire alarm system must be heard above factory floor noise levels. Your access control system must handle 500 workers arriving simultaneously at shift changeover without creating dangerous crowding. Your CCTV must cover production floors in high-ambient-light conditions without colour distortion. Your perimeter security must operate reliably in Dhaka's climate — heat, dust, humidity, and monsoon rainfall.

Our integrated industrial security framework is engineered for the factory environment. We select equipment rated for industrial ambient conditions. We design access control systems with the throughput capacity to handle your peak shift changeover volumes. We position fire detectors in compliance with Accord technical standards and commission them to sensitivity levels appropriate for your production environment. We conduct factory-wide fire evacuation drills with your team before handover.

We also manage the documentation that your auditors need. SSAL provides Accord inspection-ready documentation for every fire safety system we install, including as-built drawings, commissioning test records, detector sensitivity settings, and maintenance records. Your factory compliance manager has everything they need to pass the next Accord technical audit.

Sector challenges

Key Challenges Facing Bangladesh's Industrial Sector

01

Fire Safety Compliance: Accord and BGMEA Requirements

The International Accord sets detailed requirements for fire detection, fire suppression, emergency egress, fire door integrity, and evacuation planning. Every factory in the Accord's scope must pass technical fire safety inspections conducted by independent engineers. Failures generate Corrective Action Plans (CAPs) with deadlines that buyers actively monitor. Factories with outstanding CAPs face sourcing suspension. Your fire alarm system, sprinkler network, and evacuation signage must meet these standards — and must be maintained to sustain them.

02

Factory Floor Surveillance for BGMEA and Buyer Requirements

International buyers increasingly require CCTV coverage of production floors, shipping and receiving areas, and raw material stores as part of their social compliance audit requirements. This surveillance must be implemented without creating a surveillance culture that conflicts with worker dignity obligations — a balance that requires expert design and clear policy documentation.

03

Biometric Access Control for 5,000+ Workers

Managing access for a large factory workforce using smart cards or manual systems creates fraud risk, buddy-punching, and attendance manipulation. Biometric access control — fingerprint or facial recognition — eliminates these risks. For a factory with 5,000 workers running three shifts, the system must process high volumes of entry and exit events rapidly enough to prevent queue build-up at shift changeover. Speed and reliability are as important as security in this environment.

04

Shift Management and Time and Attendance Integration

Factory payroll depends on accurate attendance records. Your access control system's time and attendance data feeds directly into payroll calculations. If your system records false or manipulated data, your payroll is wrong and your HR management is compromised. Integrated biometric time and attendance systems that connect to your payroll software solve this problem cleanly and provide the audit trail that labour law compliance requires.

05

Perimeter Security for Industrial Zones

Industrial facilities face theft of finished goods, raw materials, and production equipment — both by external actors and by insiders. Perimeter CCTV with video analytics for after-hours intrusion detection, secure access at goods-in and goods-out points, and CCTV coverage of cargo loading and unloading areas are essential for factories where finished garments, fabric rolls, and accessories represent high-value inventory.

06

Radio Communication Across Large Factory Campus

A factory campus with multiple production buildings, a canteen block, a warehouse, and a guard house cannot rely on mobile phone communication for security coordination. Your security team needs reliable radio communication that covers all areas of the campus — including basement cutting rooms, rooftop water tank areas, and loading bays where mobile signal may be weak. A properly designed radio communication system is a factory safety essential.
